PETER TANNENWALD (Principal) joined the Firm in 1995, after a career of 27 years with one of Washington's 10 largest law firms, where he was a partner. In addition to representing a broad range of radio and television broadcast stations and common carrier clients in both regulatory and transactional matters, he represents inventors of new technologies and equipment manufacturers and has been instrumental in the implementation of several new communications technologies. He helped to obtain FCC rule amendments to authorize wireless auditory assistance devices for hard-of-hearing persons, the use of AM broadcast stations for power utility load management, the transmission of visual captions on television broadcasts and the establishment of the Interactive Video and Data Service. He represented a publicly traded international and satellite carrier from its inception to its merger with one of the nation's five largest interexchange carriers, handled licensing for the nation's public television satellite distribution system when it was first implemented, has represented major universities in connection with their broadcast, satellite, ITFS and telephone activities and has worked on the establishment of a local telephone service competitor to one of the Bell Operating Companies. A graduate of Brown University and Harvard Law School, Mr. Tannenwald has served as an elected officer of the Federal Communications Bar Association. RICHARD F. SWIFT (Principal) joined the firm on January 1, 2001, after 36 years in private practice with a national law firm, where he was a partner of Alan Campbell's, and since 1981 with his own firm. Mr. Swift graduated from the University of Notre Dame and after a stint in the U. S. Marine Corps received his law degree from Georgetown University Law Center. His broad experience includes the representation of clients in all facets of broadcasting, both commercial and non-commercial, cable television and microwave systems. This work has included FCC licensing and rulemaking, transactional work in the sale and purchase of communications properties, litigation before the FCC and the federal courts, changes in radio and television facilities and day-to-day regulatory matters for clients before the FCC. MICHELLE A. McCLURE (Principal) has rejoined the firm after serving as Vice President of Regulatory Compliance at Chadmoore Wireless Group, Inc. She is a graduate of the University of Colorado School of Law and also concurrently earned a Master of Science degree in Telecommunications Engineering from the Graduate School of Engineering of the University of Colorado in 1993. After receiving her law degree and Master’s degree, she worked for a telecommunications consulting firm where she was responsible for legal, regulatory and policy issues while also developing business studies and analyses for clients. Ms. McClure’s practice has encompassed a wide range of regulatory and transactional matters for wireless, broadcast, common carrier, cable and satellite clients. Ms. McClure is admitted to the District of Columbia Bar Association, Colorado Bar Association and North Carolina Bar Association and is a member of the Federal Communications Bar Association. MATTHEW H. McCORMICK (Principal) has joined the firm this year after serving as a Partner for Reddy, Begley & McCormick, LLP for 23 years. He is admitted to the bar in both the District of Columbia and Oregon. His undergraduate and law degrees are from the University of Oregon (1976 and 1979, respectively). In addition to belonging to the District of Columbia Bar and the Oregon State Bar, Matt is a member of the Federal Communications Bar Association. He is currently a member of the Oregon State Bar's House of Delegates. Prior to entering the law, Matt worked as a broadcast journalist, including a stint as news director of an ABC affiliate in Eugene, Oregon. DAVID A. IRWIN
(Of Counsel)
brings nearly 35
years of experience in telecommunications regulatory and business matters to
Irwin, Campbell & Tannenwald, P.C. Mr. Irwin is a graduate of the Washington
College of Law at American University, in Washington, D.C. He formerly held key
positions at the FCC's Common Carrier Bureau (now the Wireline Competition
Bureau) including, Deputy Chief-Policy, Acting Chief of the Policy and Rules
Division, Chief of the Program Evaluation Staff and Special Counsel to the Chief
of the Bureau. In addition to having held corporate legal positions at Western
Union and American Satellite Corporation, Mr. Irwin served as law clerk to two
federal district court judges. He is currently the Director of the
Communications Law Institute at The Catholic University of America, Columbus
School of Law , where he has been an adjunct professor since 1985 and teaching
Telecommunications Carrier Regulation. Mr. Irwin's course also has been
provided to students at Florida State University Law School via a live,
interactive video link for the past two years. Mr. Irwin also taught a
Telecommunications Law Seminar at Howard University Law School. His practice
encompasses emerging technologies, long-distance and satellite companies,
manufacturers, independent and competitive telephone companies, cable television
systems, radio common carriers and wireless companies.

ALAN C. CAMPBELL
(Of Counsel) came to the Firm after 26 years in private practice
with a national law firm where he was a Ppartner. He
handles regulatory and transactional matters for radio and television broadcast,
cable television, and telecommunications companies, including FCC licensing, the
purchase, sale and financing of television, radio and cable properties, changes
in station facilities involving engineering and technical requirements and
participation in FCC rule makings. Mr. Campbell is a graduate of the University
of Pennsylvania Wharton School and Georgetown University Law Center. He served
as law clerk to two federal district court judges. Mr. Campbell has been active
in bar association programs, served as President in 1993-1994 of the Federal
Communications Bar Association (FCBA) and was President in 1998-1999 of the FCBA
Foundation. He received the FCBA's Distinguished
Service Award in 1999. The FCBA is a national voluntary bar association with
more than 3,500 members and is extremely active in all facets of
telecommunications regulation and technology.
BARRY D. UMANSKY (Of Counsel) has joined Irwin, Campbell & Tannenwald in 2003. He represents radio and television broadcasters and other communications companies in regulatory compliance, licensing and transactional matters. He also counsels telecommunications and new technology companies on a wide range of issues. In addition, he holds the Edmund F. and Virginia B. Ball Chair in Telecommunications at Ball State University, Muncie, Indiana. Mr. Umansky previously served as Deputy General Counsel with the National Association of Broadcasters (NAB). He had responsibilities for radio and television new technology and spectrum allocation issues, environmental and land use issues and other regulatory matters. He edited and co-authored many NAB publications, including several editions of the NAB Legal Guide to Broadcast Law and Regulation, the NAB Broadcaster's Guide to FCC RF Radiation Regulation Compliance and the NAB Contests, Lotteries and Casino Gambling Guidebook. Mr. Umansky served as a member of the board of the Washington-based Electromagnetic Energy Association (EEA), which represents producers and users of devices that emit electromagnetic energy. He is currently a member of the board of the National Antenna Consortium (NAC, an organization dedicated to uniform, fair and reasonable land use and other regulation of communications towers and antennas. Prior to joining NAB, Mr. Umansky was an attorney at the Federal Communications Commission. He is a frequent speaker at industry meetings on topics of FCC administrative process, mass media and telecommunication regulation. He also writes the "Broadcast Law Review" column for Radio World newspaper and the "Regulatory Review" column for TV Technology magazine. Mr. Umansky holds a law degree from Washington University in St. Louis and an undergraduate degree from Carleton College, Northfield, MN. He is admitted to practice before the United States Court of Appeals for the District of Columbia Circuit, the Superior Court of the District of Columbia, the Missouri State Supreme Court and the Supreme Court of the United States. He is a member of the American, District of Columbia, Missouri and Federal Communications Bar Associations. He also has served on the FCBA Foundation Board of Trustees and recently finished two consecutive terms as co-chair of the FCBA's Mass Media Practice Committee. RAMSEY L WOODWORTH (Of Counsel) has specialized in telecommunications law for more than 35 years. Prior to joining Irwin, Campbell & Tannenwald, P.C. as Of Counsel, Mr. Woodworth was a principal of Wilkes, Artis, Hedrick and Lane, Chartered, and chaired its Telecommunications and Technology Group. His extensive range of experience includes radio and television licensing and policy matters, public safety/homeland security wireless telecommunications, private wireless telecommunications, the allocation of frequencies for new services, telecommunication license transfer and acquisition matters, satellite services, cable and common carrier services, telecommunications equipment standards and certification matters, Internet services, the E-Rate Schools and Libraries and Rural Health Care funding programs, trademark rights, and complex transactional matters before the FCC, Congress, the courts, and other agency He has represented clients in major policy and transactional matters at the FCC, including Westinghouse in its 1995 acquisition of CBS. Mr. Woodworth has served as Treasurer and on the Executive Committee of the Federal Communications Bar Association (FCBA) and was the recipient of the FCBA’s first annual Distinguished Service Award in 1990. He has also served as Chairman, Treasurer, and a founding Trustee of the Federal Communications Bar Association Foundation. Mr. Woodworth currently serves as Chairman of the Board of Library of American Broadcasting Foundation, Inc., a non-profit organization devoted to the operation of the Library of American Broadcasting located at the University of Maryland. Mr. Woodworth received his
undergraduate degree from Brown University (1964) and his law degree, cum
laude, from Syracuse University College of Law (1967), where he was a member
of the Syracuse Law Review and elected to Order of the Coif.
